missing setup files?

Says to run pip install -e .
but no setup files to go with this?
pip install -e .
ERROR: File "setup.py" or "setup.cfg" not found. Directory cannot be installed in editable mode: C:\Users\windows_user\Projects\deepseek-vl2-tiny
I have the same problem
claude tell me i need to clone their github repo to get setup files
